Yes, I actually have .Net Framework 4 version installed.
This is also written in the error message:

Hi, Panagiotis. Unfortunately latest .NET 4.8 is not supported on Windows 7. Can you confirm that cTrader is capable of running on Windows 7?

Hi Panagiotis!
I downloaded .NET 4.0 from here
https://dotnet.microsoft.com/download/dotnet-framework
Removed the old .NET and re-installed it.
This fixed the problem.
cTrader downloaded the update after launch and started normally.
All cTrader settings, history, indicators and bots - everything is preserved!
