In the meantime I do use the web version of cTrader to display multiple charts, however performance and overall usage experience is awful even with a modern powerful laptop…

Found a way to do it…

In the chart tap on drawing tools, then horizontal line.
Move it somewhere then tap outside to deselect.
Tap again on the horizontal line and now on the bell that appears at the bottom icons.

You can now set the alert and dispose of the horizontal line too. It is not the most straight forward way to set an alert but at least you can do it in the chart.

Notifications work fine with the cross broker app and now also with Fusion Markets app.
