Create BOT similar to this MT4 Bot (News EA)

I am looking for someone who can create a similar bot to this one just for c-Trader:

I would like to make sure the bot has:

1. 3 news calendar sources (self ability to auto choose the fastest source for each news release)
2. Option to trade pre-defined automated deviations
3. Option to trade custom deviations (like +0.25/-0.25) to trade manually given news signals such as:
   
   US Core Durable Goods | USD/XXX Pairs
   Buy if : +0.18
   Sell if: -0.18
   
   NZ Interest Rate | NZD/XXX Pairs
   Buy if: +0.25
   Sell if: -0.25
