Update cTrader .Net framework

cTrader is using .Net 4.0! no one on the industry uses .Net 4.0 anymore.

Please update to the latest available .Net framework version which is 4.8.

Updating to the latest version will boost the performance of cTrader, allows the developers to use all available .Net libraries and new features.

For you, it will be very helpful as you might want to move to .Net core because Microsoft will put all of its resources behind .Net core and .Net framework will only receive minor updates after 4.8.

WPF is also available now on .Net core and the performance difference between .Net core and .Net framework is huge so there is no excuse for you to not upgrade.
