Why does Fix api not return 11 and 494 when sending the 35=AN command?

It is common to use "magic numbers" to manage various strategies and these values only come back to me immediately when I send 35=D, shouldn't they also return to me when I send 35=AN? This would facilitate strategy management.

11 (ClOrdID) A unique identifier of the order allocated by the client.

494 (Designation) A custom order label.
