Filled object area with color is obstructing dragging chart and the middle mouse button measure tool

As per headline. 

When I fill in say a rectangle and fill the center with a color, I can't select inside the box to drag the chart around. Also, I can't use the measure tool. 

Is this by design or am I missing something? 

Also, seems like there is no option to set objects behind candles so it can act separate from the user's actions, and so the chart candles are clearer if objects are behind everything.
